"Open: The Progressive Case for Free Trade, Immigration, and Global Capital" (Written by Kimberly Clausing, 2019 Harvard University Press)

 

다른 연구자들은 어떤지 모르겠지만, 나의 경우에는 무역을 공부하다 찾은, '이책 번역해서 한국에 소개하면 좋겠는데' 싶은 생각을 들게 만든 대중서들이 몇 권 있다. 이 책도 그 중 한권이다.  

 

저자인 Kimberly Clausing 교수는 리드 칼리지(스티브 잡스가 다녔던 그 대학 맞다.)의 경제학 교수이며 동시에 UCLA 법학대학원의 세법 교수로, 국제조세 - 특히 다국적기업의 조세에 관련된 - 분야에서 학문적 업적을 쌓아왔다. 또한 그녀는 올해 상반기에 미 바이든 행정부에서 재무부 조세 분석 담당 부차관보(Deputy Assistant Secretary for Tax Analysis)로 임명되었다. 

 

이 책을 틈날 때 마다 영어 공부 삼아 조금씩 읽고 있다.

국제경제학/국제무역의 동향에 대해 관심 있는 이들이 읽으면 좋을, 또한 관련 수업에서 부교재로 사용하기에 아주 괜찮은 책이다.

 

책의 서론에 나오는 대목 중 일부를 옮겨둔다. 

 

"Yet economists peddling international integration have not always explained clearly and persuasively what is at stake. Equally important, they have not spent enough time reckoning with those harmed by the forces of globalization. While plenty of economists study the economic inequality, job loss, and disruption that are caused by the forces of globalization and technical change, they often shy away from the difficult questions of how to address these problems in a politically feasible way. It is a quite common affliction of the economist to smugly pronounce what an optimal policy would look like, acknowledge that such a policy may prove politically contentious or impossible, and then pass off the resulting problem as one of “politics,” a field too dirty for clean hands.

 

Something more is required today. It is not enough to simply show that free international trade and unfettered technological progress are optimal for society. It is not enough to explain that these forces create enough gains for society so that “winners” can compensate “losers,” and then walk away, dusting off one’s hands, job done. We need to engage with the “art of the possible.” At times, settling for rough justice and second-best (or third-best) policies is better than insisting on the ideal outcome as seen from thirty thousand feet, disengaged from the political mess on the ground." "그러나 국제 경제의 통합을 주장하는 경제학자들이 무엇이 지금 시급하고 중요한 문제인지를 명쾌하고 설득력있게 설명해 왔던 것은 아니다. 또한 그들은 세계화로 인해 피해를 입는 이들을 들여 보는데 충분한 시간을 할애하지 않아 왔다. 수많은 경제학자들이 경제적 불평등, 실직, 그리고 세계화와 기술 변화가 가져온 노동시장의 왜곡을 연구해왔지만, 이러한 문제들을 해결하기 위해 정치적으로 가능한 어떤 방안들이 있는지를 답하는데 있어서는 이를 외면해 온 것도 사실이다. 경제학자들이 먼저 최적 정책이 어떤 것인지를 우쭐거리며 늘어놓은 다음, 그러한 최적 정책은 사실 정치적으로 매우 논쟁적이거나 심지어 불가능할 수도 있다고 인정해 버리고, 마지막으로 자신들의 고결한 손을 더럽히지 않기 위해 남은 문제를 정치의 영역으로 던져버리는 것은 괴롭지만 매우 흔한 일이다.

 

경제학자들이 해야만 하는, 그 이상의 작업들이 필요하다. 자유무역, 그리고 자유로운 기술진보가 사회적으로 가장 최적이라는 것을 보여주는 정도로는 충분하지 않다. 단순히 자유 무역과 기술의 진보가, 그로 인한 ‘승자’들이 ‘패자’들에게 보상해 줄 수 있을 만큼 커다란 경제적 이득을 가져다 줄 것이라 말하고는 손 털고 할 일 다 했다는 식으로 가버려서는 안된다. 우리는 “가능성의 예술”에 참여해야 한다. 때로는 투박한 정의와 차선책 (심지어 차차선책)을 제시하는 것이 지상에서의 정치적 혼란으로부터 한 3만 피트쯤 상공에 떨어진 채 이상적인 결과만을 고집하는 것보다 훨씬 나은 결과를 가져온다."
